Dan Cohen AUTHOR The LRA for the Pueblo Chemical Depot last week approved a redevelopment plan for 15,850 surplus acres at the central Colorado site, paving the way for the Army to begin transferring property at the depot.PuebloPlex, the state agency established in 1994 to redevelop the facility, is aiming to receive about 5,400 acres in the next year. That tract sits in the center of the depot and contains 620 storage igloos and most of the rail lines, reported the Pueblo Chieftain.The LRA now splits the revenue it generates from leasing 255 of the igloos with the Army since it is leasing them under a master lease, said Russell DeSalvo III, the authority’s CEO and president. Following a transfer, those igloos would be owned by PuebloPlex and removed from the master lease.The next parcel that would be conveyed likely is the 1,200-acre south entrance, where groundwater contamination from an explosives washout area is being remediated. PuebloPlex is preparing a grant request to DOD’s Office of Economic Adjustment for at least $2.5 million to implement it reuse plan, according to the story.Under the redevelopment plan, almost half of the acreage the LRA is responsible for would be devoted to industrial uses, including manufacturing, distribution and warehousing. Other primary uses would include R&D, education, agricultural research, renewable energy production and open space. Industrial uses would take advantage of the depot’s central location, existing road and rail networks, and the storage igloos.“It’s a guide, a living document,” DeSalvo said of the reuse plan. “It’s impossible to anticipate everything that’s going to happen over the next 100 years.”Matrix Design Group prepared the 1,200-page plan under a $700,000 grant during a year-long process.

A 50 percent recovery in crude oil prices raises concerns about its impact on global economy, but analysts see more chances of a fall in prices than for a rise.”We do not think that a rebound in oil prices to $60-70 per barrel represents a major threat to the global recovery,” said Capital Economics in a note on Thursday.It says current level of prices is far below the average of $110 (for Brent) seen between 2011 and mid-2014, benefitting the consumers. Besides, the current rebound in oil prices is expected to ease pressure on the producers to a little extent.Brent crude oil prices have recovered to nearly $70 per barrel, up $24 from its January low of $46 per barrel.The recent rebound in oil prices has largely been supported by falling US oil production over the past three months, as drillers idle their oil rigs due to weak prices.However, many analysts say that higher prices will attract the US oil drillers to resume production.”Some US oil producers have announced their intention to scale up their drilling activities again at higher oil prices,” said Commerzbank Corporates & Markets in a note.Capital Economics expects the US drillers to increase the active rig count again in the short-term leading to sudden rebound in the US production.Further, the oil market is already oversupplied even before Iran starts exporting oil once the sanctions are eased.Oil prices are likely to come under pressure going into the meeting of the Organisation of the Petroleum Exporting Countries (OPEC) on 5 June in Vienna.In its previous meeting in November last year, the OPEC had rejected the proposals to cut oil production by 30 million barrels per day, which accelerated the decline in oil prices.”OPEC delegates have already hinted that no change to production policy is likely at the cartel’s meeting in early June, meaning that OPEC will continue to produce more than is needed,” Commerzbank added.The dollar is expected to strengthen again on impending US central bank interest rate hike, putting pressure on the oil prices.”We think that oil prices are now more likely to fall than to rise further over the rest of the year. Our end-2015 forecast for Brent remains $60,” Capital Economics added.
When the Indian selectors named the World Cup squad, there were eyebrows raised when Dinesh Karthik was picked as India’s secondary wicket-keeper ahead of Rishabh Pant. Chief selector MSK Prasad said that they had opted for Karthik since he was a better wicket-keeper.However, even as the IPL drew to a close, while Pant took the stage by fire, Karthik’s season was not as prolific. Gilberto Hinojosa, the chair of the Texas Democratic Party, warned party members during his speech Friday night that even though the family separation policy has been halted, the issue is not over.Hinojosa says detaining families at the border indefinitely – even if they are together – is still a problem.“Thousands of children have been split from their families,” he said. “Now a family separation crisis will be a family detention crisis. History will judge them.”But he told attendants history is watching them, too, and it’s up to the party to do something.“Our children and our grandchildren will judge all of us,” he says. “What did Texas do when children were being ripped away from their families at our border? What did Texas Democrats do to fight back?”But party members don’t have a unified answer on what they should do to fight back – or what their alternative plan for immigration should look like. The party’s platform has a fairly long list of priorities on immigration – like passage of the DREAM Act, shutting down detention centers and denouncing xenophobia.“We are a country of immigrants,” said Jesus Trinidad, a delegate from Seguin. “So, I believe that we should welcome immigrants as opposed to putting them in jail.”Trinidad says he’s been watching what was happening at the border in recent weeks. He says he has a lot of sympathy for immigrants fleeing violence in their countries, but he didn’t have any concrete policies in mind.“That’s a tough question,” says Sana Shahid, a delegate from Houston.Shahid says tackling immigration policy is complicated. For example, on the issue of prosecuting people who enter the U.S. without documentation, she has two views on this.“They should be given due process,” she says. “Because, yes, they are coming to our borders and they are seeking asylum. But even if they cross in, that’s a civil offense. We shouldn’t be prosecuting them criminally. The punishment doesn’t match the crime.”Many Democrats say they are concerned that immigrants are being criminally prosecuted, while also frustrated with how badly staffed those courts are.Eve Fox, a delegate from the Fort Worth area, said she thinks diplomacy is the answer.“Our governments need to be spending resources to work with these other countries’ governments,” Fox says. “We need to have a stronger relationship with Mexico, not try to push them away and create animosities.”Fox also says the government should focus on prosecuting people who employ undocumented workers, instead of only prosecuting workers.And even though there’s not a singular vision for an immigration plan, Democratic leaders say they should be leading on this issue.“As the Democratic party, we are called upon to reaffirm our best American values,” said state Sen. Kolkata: The Trinamool Congress observed ‘black day’ in districts and blocks across the state on Saturday to protest against the “detention and manhandling” of its leaders in Assam’s Silchar airport, where they had gone to assess the situation after the publication of the final draft of the National Register of Citizens (NRC). The protest will continue on Sunday too. Carrying placards and sporting black masks and badges, TMC activists shouted slogans against the BJP governments at the Centre and Assam and the final draft of the NRC. Our slogan will be ‘we don’t need this monstrous government any more’.”At Englishbazar, Malda, BJP workers attacked Trinamool Congress supporters who were participating in a rally. The BJP workers demanded that the NRC should start in Bengal, too, and that those whose names would be in the list should be deported to Bangladesh. A large police contingent went to the spot and brought the situation under control. Krishnendu Narayan Chowdhury said that the BJP was trying to create chaos in different parts in the district. “Trinamool Congress supporters had taken part in a rally and the BJP workers attacked them without any provocation.”In Kolkata, an effigy of PM Narendra Modi was burnt by TMC supporters at a rally led by minister Subrata Mukherjee. “Those whose names have been dropped from NRC are panicking and really do not know what to do. The BJP is ruining the country with its divisive politics,” said Mukherjee.
